Tesla’s Path to European Self-Driving Approval

European regulators gather this Tuesday to debate the regional rollout of Tesla’s Full Self-Driving system, a technology that has already sparked a regulatory split. While the Netherlands has granted provisional approval after 18 months of testing, safety concerns regarding speeding and handling remain a significant hurdle for an EU-wide mandate.

What is FSD Supervised? — Tesla’s software acts as an advanced driver-assistance system capable of steering, braking, and accelerating. Despite the branding, it remains under human supervision, requiring drivers to remain alert and ready to intervene at any moment. Tesla is bypassing standard vehicle certification by seeking exemptions under existing laws, leveraging a provisional approval from the Dutch RDW to gain a foothold in the European market.

Why it matters. — The stakes are high for an October vote, which requires a qualified majority of 15 out of 27 member states. Lithuania, Estonia, Denmark, and Belgium have already followed the Dutch lead, yet opposition is mounting. Regulators in Sweden, Finland, and Norway have flagged critical issues, specifically the system’s tendency to exceed speed limits, its performance on icy roads, and its navigation of tight curves. The Swedish transport authority has explicitly demanded that Tesla disable the software's ability to drive above posted limits as a condition for its support. If the broader EU vote rejects the technology, the existing national approvals will expire, effectively stalling Tesla’s expansion strategy across the continent.
