New Procurement Guide Aims to Curb K-12 EdTech Waste

School districts currently manage nearly 3,000 digital tools annually, yet research suggests 65% of those licenses remain unused. To combat this fragmentation, the EdTech Quality Collaborative has released a new procurement guide designed to help administrators replace isolated compliance checklists with evidence-based, streamlined purchasing workflows.

The guide, developed by a coalition including Digital Promise, ISTE, and CoSN, provides a roadmap for integrating nonprofit-issued certifications directly into existing procurement cycles. Instead of manually vetting hundreds of products, district leaders are encouraged to leverage the EdTech Index, which hosts third-party validations based on five core indicators: safety, evidence-based design, inclusivity, usability, and interoperability.

Jean-Claude Brizard, CEO of Digital Promise, noted that the initiative aims to shift the administrative burden away from individual districts, allowing them to focus on classroom outcomes rather than repetitive vetting. By aligning procurement with these shared quality markers, the collaborative seeks to ensure that classroom technology is not only functional but also secure and accessible to all students. The full framework is available via the Digital Promise portal for districts looking to standardize their technology investments.
