University of Maryland and Fort Meade Forge Strategic Partnership

The University of Maryland and U.S. Army Garrison Fort George G. Meade have signed the state’s first Intergovernmental Support Agreement, creating a formal framework for faculty and students to provide research and technical support for the installation’s modernization and operational needs.

This partnership, authorized under 10 USC 2679, allows the Army to bypass traditional Federal Acquisition Regulation contracting in favor of a more streamlined collaboration with state entities. Led by the Robert H. Smith School of Business, interdisciplinary teams from the university will tackle projects ranging from data analytics and process automation to IT upskilling. Frank Goertner, director for Federal and Veteran Affairs, noted that the agreement facilitates rapid, iterative support for the installation while offering students direct experience with national security challenges.

For Fort Meade, the arrangement addresses a critical need for specialized expertise in operations research and planning. Garrison Commander Yolanda Gore emphasized that the collaboration provides cost-effective, community-driven solutions to enhance soldier and family readiness. While the Army has previously established similar agreements with public universities in states like Alabama and Texas, this marks the first of its kind in Maryland. University officials expect the initiative to serve as a long-term template for future partnerships across the University System of Maryland, strengthening the region's economic and security ecosystem.
