New York City Faces Lawsuit Over Harlem Legionnaires' Outbreak

A legal battle has erupted against New York City as attorneys Jory Lange and Scott Harford filed a lawsuit regarding the 2025 Harlem Legionnaires' disease outbreak. This marks a critical escalation, as it is among the first legal actions to name city entities directly responsible for the public health crisis.

The litigation arrives alongside a separate, burgeoning crisis on the Upper East Side, where 64 individuals have fallen ill and 53 required hospitalization. Health officials have identified a concentrated cluster of cases within zip codes 10075, 10028, and 10128. Lange and Harford, who currently represent over 50 victims from the previous year’s Harlem incident, argue that these outbreaks were entirely avoidable through standard maintenance protocols.

Lange contends that the failure to treat cooling towers with necessary antimicrobials allowed Legionella bacteria to proliferate, likening the process to basic swimming pool maintenance. Scott Harford, a Manhattan-based attorney, emphasized the severity of the illness, noting that roughly ten percent of those infected succumb to the disease. The legal team is now assisting affected residents in seeking compensation for medical expenses and lost wages, asserting that building owners bear a clear legal obligation to maintain infrastructure that prevents such bacterial growth.
