Both programs align with the requirements of Wisconsin’s Act 20, which mandates science-based early reading instruction. Collaborative Literacy, a K–5 curriculum, integrates reading and writing development through research-grounded methods, while SIPPS provides a structured-literacy approach aimed at decoding and phonological awareness for students in grades K–12.

Kelly Stuart, CEO of Collaborative Classroom, noted that the inclusion offers districts a path to improve literacy outcomes by providing teachers with tools to bridge reading and writing. Kari Steck, a senior manager at the organization, added that the eligibility for state grants reduces financial barriers for schools looking to implement these materials. The programs are now available for districts seeking to fulfill state standards for foundational literacy skills.
