The platform moves away from generic artificial intelligence, which often fails to capture the nuances of local housing policies. Instead, each Navigator is built using a specific agency’s approved content—ranging from eligibility criteria to leasing procedures. This ensures that when a user asks about application requirements or waiting-list status, they receive answers tailored to the exact jurisdiction where they are searching.

Richard Cupelli, CEO of AffordableHousing.com, noted that the tool is intended to streamline the process rather than replace human judgment. By automating routine inquiries, the system frees housing professionals to handle complex cases that require personal expertise. The initiative, supported by the Public Benefit Innovation Fund, will undergo independent evaluation by the civic research organization Learning Collider to ensure the technology delivers measurable, responsible results.

The first deployment is scheduled for September, covering all five housing authorities in Delaware and the entire state of Vermont. While the tool helps users navigate everything from accessibility features to rent reasonableness, final decisions on eligibility and admissions remain firmly in the hands of agency staff.
