US and Ukraine Formalize Battlefield Drone Cooperation

The United States and Ukraine have signed a bilateral statement of intent to facilitate the transfer of Ukrainian combat drones for American military testing. This agreement establishes a formal pathway for the Pentagon to evaluate battlefield-proven technologies developed throughout the ongoing war, marking a shift in defense-industrial integration.

US and Ukraine Formalize Battlefield Drone Cooperation

The framework allows the U.S. military to request specific land, air, and maritime drone platforms for assessment rather than immediate deployment. While the current document is not a production contract, it serves as the foundation for broader cooperation that may include joint manufacturing of Ukrainian-designed systems on American soil. Dan Rice, president of American University Kyiv, described the deal as a critical cultural shift, noting that the U.S. is finally moving to integrate lessons from Ukraine’s rapid wartime innovation.

This partnership coincides with a separate move by the Ukrainian autonomous systems developer UFORCE, which recently signed a memorandum of understanding with Oregon-based shipbuilder ReconCraft. That deal focuses on producing 24-foot MAGURA maritime drones in the United States. With U.S. officials seeking to scale unmanned capabilities to address threats from Russia, China, and Iran, the agreement provides Washington access to low-cost, combat-tested technology while helping Ukraine embed its defense industry into Western supply chains.
