The project is designed to bridge the gap between the Frank Batten College of Engineering and Technology and the College of Arts and Letters. By housing advanced R1 research laboratories, motion capture suites, and an 800-seat performance hall under one roof, the university intends to move away from isolated academic silos. The facility is expected to serve as a campus gateway, balancing high-tech research needs with public-facing cultural spaces.

VMDO Architects is leading the design in collaboration with Ballinger and Diamond Schmitt Architects. The architectural approach emphasizes transparency and flexibility, ensuring the structure can adapt to evolving technologies and teaching methods. For the Hampton Roads community, the building is intended to function as both a research platform and a regional cultural destination. Construction is slated for completion in 2030, with a mandate to support maritime systems research, coastal resilience, and national defense initiatives.
