The study warns that moving toward natural alternatives demands significant investment and a unified, science-based federal regulatory framework to succeed.

The report, Recoloring the U.S. Food Industry's Future, identifies that transitioning away from synthetic additives impacts nearly every stage of production. Beyond the chemistry of ingredients, shifts in coloring agents alter shelf life, manufacturing processes, and packaging requirements. Because many naturally sourced colors currently rely on international supply chains, the industry faces trade vulnerabilities that could only be mitigated by expanding domestic agricultural and processing capacity.

John Downs, president and CEO of the National Confectioners Association, emphasized that the logistical burden is too great for immediate change. Companies require long-term regulatory certainty before committing the capital necessary to build out new manufacturing systems. Without a consistent national standard, the industry fears a fragmented landscape of state-level laws that would increase costs and complicate interstate commerce. The findings suggest that success hinges on coordinated efforts among farmers, retailers, and policymakers to establish realistic timelines that ensure products remain affordable and safe for the end consumer.
