Costa Rican conductor Edwin Montealegre and clinical psychologist Tong Huiqi both credited the city’s support systems—specifically platforms like International Services Shanghai—for smoothing the transition for expatriates. This blend of bureaucratic assistance and a deep pool of talent, bolstered by local universities and investor networks, has turned the city into a functional incubator. According to Rupert Hoogewerf, chairman of Hurun Inc, this convergence of policy support and human capital allows startups to launch and scale with a speed that remains largely underestimated by global observers.
