Managing partner Bill Hines highlighted Primrose’s background as a vital addition to the firm’s capabilities in Florida, noting his blend of legal acumen and public policy experience. Primrose spent his previous tenure at the Jacksonville Port Authority managing multifaceted portfolios including maritime contracts, environmental compliance, and emergency preparedness. His earlier career includes service as deputy general counsel in the Executive Office of the Governor under two separate Florida administrations.

In his new role, Primrose will navigate regulatory landscapes for businesses in heavily regulated industries such as technology, infrastructure, and economic development. Beyond traditional advocacy, he is tasked with advising clients on the shifting legal frameworks surrounding emerging technologies, including autonomous trucking, artificial intelligence, and battery energy storage systems. By bridging the gap between private enterprise and government decision-makers, he aims to help clients anticipate legislative changes and secure growth opportunities across Florida and at the federal level.
