Refineries designed in the 1960s and 70s for cooler climates are struggling to maintain efficiency as ambient air temperatures climb. These facilities rely on air fin coolers to manage hydrocarbon streams, but as external heat rises, the temperature differential narrows, causing a sharp drop in processing power. Water-cooled systems face a parallel crisis; low river levels limit the volume of available water, while environmental regulations prohibit the discharge of overheated water back into ecosystems, forcing operators to throttle output to avoid ecological damage.
The strain extends deep into the nuclear sector. In Hungary, the Paks Nuclear Power Plant has seen generation plummet from 2,000 megawatts to 240 megawatts as the Danube reaches record-low levels. A total shutdown of the facility, which provides half of Hungary’s electricity, now appears possible. Romania faces similar urgency; the government recently authorized a controlled explosion on a Danube rock outcrop to redirect water toward the Cernavodă plant. One of the complex's two units remains offline, and industrial giants like Dacia and Ford have paused operations to manage the resulting power deficit.
Market pressure is mounting as these logistical constraints disrupt the supply chain. The ICE gasoil-Brent crude crack, a benchmark for European diesel, recently climbed above $75 per barrel, near a 20-year high. Beyond refining, the hydroelectric sector is also faltering, with reservoir inflows in the Alps trailing the 15-year average by nearly 50%. With the Nordic region recording its lowest snow reserves in two decades and river-bound barges forced to carry lighter loads, the combination of surging demand and throttled production is testing the limits of Europe’s energy resilience.
