While recent weeks saw a temporary lull in refinery strikes as Ukrainian forces prioritized maritime targets, this latest action confirms that energy infrastructure remains a primary objective in the effort to pressure Moscow.

The strike arrives as Russia continues to grapple with domestic fuel shortages that have persisted for nearly three months. Despite claims from Deputy Prime Minister Alexander Novak that the crisis was beginning to stabilize, the government recently extended its ban on gasoline and diesel exports through the end of the year. This policy shift underscores the lingering strain on Russia's refining sector, which has struggled to maintain output after repeated hits to major sites, including Lukoil’s Volgograd facility earlier this summer.
