The competition, which has highlighted civic innovation since 1949, shifted its focus this year toward how municipalities can build trust and foster inclusive environments. The winning cities include Chelsea, Massachusetts; Franklin, Tennessee; Harlingen, Texas; Montgomery, Alabama; and Morrisville, North Carolina.

Rounding out the list are Norfolk, Virginia; North Charleston, South Carolina; Riviera Beach, Florida; Roanoke, Virginia; and Woodburn, Oregon. These communities were selected for their ability to move beyond mere economic metrics, instead proving that collaborative problem-solving leads to more responsive local institutions.
