United Solar Backs New U.S. Solar Import Price Floors

Starting December 4, 2026, the United States will enforce a minimum import price of US$21 per kilogram for polysilicon alongside new duties on downstream components. The mandate, signed August 6, signals a strategic pivot for the domestic market, moving away from pure price competition toward supply chain security and verified traceability.

The Proclamation imposes a 15 percent ad valorem duty on solar ingots, wafers, cells, and modules, while raw polysilicon faces only the minimum price floor. By shielding feedstock from the additional duty, the policy aims to incentivize domestic manufacturing conversion. The Secretary of Commerce retains authority to grant tariff relief for companies committed to onshoring these segments of the value chain.

United Solar, which operates a 100,000-ton-per-year facility in Oman’s Sohar Free Zone, views the regulatory shift as a validation of its business model. As an FEOC-compliant producer, the company emphasizes that buyers must now prioritize reliability and provenance over the lowest unit cost. Group CFO Binyam Giorgis noted that the new compliance obligations—including mandatory entry certification and rigorous documentation—benefit suppliers capable of proving their material's origin. The firm is currently prepared to undergo third-party audits to meet these emerging standards as the December implementation date approaches.
