Juul Labs secured the authorization following a rigorous multi-year review of its premarket applications, which included extensive clinical and behavioral data submitted in 2023. Federal regulators found that a substantial proportion of adult users successfully migrated from traditional cigarettes to the JUUL2 platform during testing phases. The menthol-flavored pods, in particular, demonstrated a higher rate of conversion than the tobacco-flavored alternatives.

The company currently assembles its hardware and produces e-liquids across facilities in Tennessee, Wisconsin, and Maryland. The new system integrates advanced thermal controls, a secure authentication chip to block counterfeit pods, and smartphone connectivity that allows users to monitor usage and remotely lock devices to prevent unauthorized access. Juul Labs plans to expand the platform with additional nicotine concentrations and flavor profiles in future regulatory filings.
