The initiative, known as Building Permit Application Pre-Check, utilizes Clariti’s CivCheck platform to provide applicants with real-time feedback. Users receive specific citations for zoning or Ontario Building Code issues, allowing them to rectify errors before an application ever reaches a city official. This approach targets the high volume of incomplete submissions that frequently force staff into repetitive, time-consuming correction cycles.

This pilot is a critical component of Toronto’s broader strategy to hit provincial targets of 285,000 new homes by 2031. While the AI offers guidance, human reviewers retain final decision authority, ensuring that every permit is validated by city staff. The tool remains voluntary, serving as an optional resource for applicants to strengthen their filings. Similar deployments in cities like Denver and Honolulu suggest that automating the initial review phase can significantly shorten the time between project submission and construction.
