Forensic Review Clears ActBlue of Foreign Donation Allegations

A forensic audit of 2023 contribution data has dismantled Republican claims that ActBlue facilitated illegal foreign funding, revealing that 99.99% of its nearly $1 billion in processed donations originated from confirmed domestic sources or donors providing valid U.S. passport numbers.

The findings, released by the fundraising platform following months of scrutiny by the House Judiciary, Oversight, and Administration Committees, confirm that ActBlue’s compliance protocols successfully identified and vetted international contributions. Among the $990 million processed last year, only 0.13% of funds came from Americans living abroad, with the platform maintaining strict requirements for passport documentation for any donor using a foreign address or digital payment methods like Apple Pay and PayPal.

ActBlue CEO Regina Wallace-Jones characterized the GOP investigation as a politically motivated attack based on flawed media reporting. According to the internal review, the platform’s compliance team actively audited addresses to prevent discrepancies. In the final quarter of 2023, auditors identified only 36 instances where a donor selected the United States while providing a foreign address, confirming that the organization’s established policy was to immediately contact these individuals for verification. Lawrence Oliver, the company’s chief legal officer, stated that the forensic analysis validates the accuracy of the platform’s previous testimony to Congress, reinforcing the integrity of its grassroots infrastructure.
