Awarded through the Growing Rural Opportunities for Well-being initiative, the funding targets long-standing obstacles—specifically healthcare workforce shortages and transportation barriers—that frequently prevent rural residents from accessing timely behavioral and primary medical treatment.

The capital supports a strategic footprint expansion, with primary care access points slated to open in Attica and Monticello during the first half of 2027. This initiative operates under the broader Indiana Rural Health Transformation Program, a five-year effort designed to modernize infrastructure and foster local partnerships. By integrating addiction treatment, crisis intervention, and primary care, the organization aims to bring comprehensive services directly into underserved communities.

Dan Arens, CEO of Valley Oaks Health, emphasized that the investment serves as a catalyst for local collaboration. For the one in five Hoosiers living in rural areas, the project represents a shift toward localized, integrated care models. The funding is backed by the Centers for Medicare & Medicaid Services, part of a substantial federal commitment to statewide health infrastructure improvement.
