Thomas brings over three decades of federal law enforcement and surveillance expertise to the organization. During his tenure at the Bureau, he directed the Operational Technology Division, where he managed digital forensics and the technical infrastructure used to dismantle child exploitation networks and recover kidnap victims. Since retiring in 2011, he served as Chief Technology Officer and Chief Strategy Officer at the Colorado-based firm Subsentio LLC.

Re-fined Chairman Steve Bock noted that Thomas’s background will prove instrumental as the nonprofit looks to scale its operations into new markets. The organization currently provides a suite of stabilization services, including mentorship programs, legal navigation support, and life skills training. For Thomas, the appointment represents a move from high-level intelligence operations to direct community impact. He stated that he intends to use his expertise to help the nonprofit expand its reach and improve outcomes for the individuals it serves.
