SNAP Fraud Costs Hit Five-Year High as Administrative Burdens Mount

For every dollar lost to fraudulent activity, state and county SNAP agencies are now incurring $4.29 in total costs, according to the fifth annual True Cost of Fraud study from LexisNexis Risk Solutions. This figure represents a record high for the program, highlighting the growing financial strain on public benefit systems.

The report, based on a survey of 150 agency decision-makers, reveals that government bodies are struggling to balance rapid benefit delivery with complex eligibility requirements and increasingly sophisticated digital fraud schemes. Agencies are currently contending with document authentication hurdles and AI-enabled manipulation, which complicate the verification process and drain administrative resources.

Haywood Talcove, CEO of Government at LexisNexis Risk Solutions, noted that the financial impact of fraud extends well beyond the value of stolen benefits. The study suggests that agencies achieving better outcomes are those that integrate trusted identity and income intelligence into their workflows. As states prepare for policy shifts under H.R. 1, the research underscores that payment accuracy and program integrity are increasingly dependent on the quality of data available to caseworkers at the point of decision.
