The Ludwig Institute’s metric, which accounts for the jobless, involuntarily part-time workers, and those earning poverty wages, provides a stark contrast to the U.S. Bureau of Labor Statistics’ headline rate of 4.1%. This latest data suggests a cooling of the recent upward trend that saw functional unemployment climb 1.3 percentage points between March and July.
Demographic shifts within the data were varied. While women saw a notable decline in their functional unemployment rate—dropping 1.6 percentage points to 29.4%—the rates for racial demographics remained largely stagnant. Black workers saw a fractional decrease to 27.2%, whereas White and Hispanic workers experienced slight increases. Institute Chairman Gene Ludwig noted that while the overall direction is positive, the coming months are critical for determining whether this improvement signals a broader trend toward economic security or merely a temporary fluctuation.
