Fowler brings decades of federal policy experience to the platform, having led the Center for Medicare and Medicaid Innovation from 2021 to 2025. Her background includes a pivotal role as Chief Health Counsel to the Senate Finance Committee during the drafting of the Affordable Care Act. Currently, she serves as a managing partner at Health Transformation Strategies and a scholar at the Johns Hopkins Bloomberg School of Public Health.

Upside CEO Jake Rothstein noted that Fowler’s expertise in payment models and health policy will be critical as the company expands its footprint into the employer-sponsored market. The platform utilizes dedicated Care Guides to manage housing placements, providing support from initial crisis intervention through long-term tenancy. For Fowler, the decision to join the board stemmed from the company’s focus on long-term housing retention and data-driven outcomes, which she views as essential for modern health payers.
