Instead of pitching ideas with standard slide decks, Virginia-based Salesforce partner ReDEFY is building fully functional licensing platforms for state agencies before requesting an initial meeting. By leveraging public statutes and administrative rules, the firm aims to eliminate the lengthy discovery phases that typically delay government digital modernization projects.

State licensing agencies often operate on legacy systems ill-equipped for the modern era, struggling to balance complex regulatory requirements with public pressure for faster processing. Traditional vendor engagements typically begin with months of strategy and discovery, forcing agencies to explain existing statutes to consultants. ReDEFY is bypassing this cycle by using public records—including fee schedules, renewal calendars, and board materials—to pre-configure platforms on Salesforce Public Sector Solutions.

The firm’s "Built Before the Meeting" model covers critical functions such as online applications, credential verification, and disciplinary workflows. According to ReDEFY CEO Manosh Chakravorty, the first conversation with a client focuses on a tangible platform tailored to their specific state rules rather than a theoretical pitch. CTO Karthik Akula noted that the company uses an agentic implementation methodology to ensure that configuration decisions are tested and traceable before an agency sees the interface.

By prioritizing configuration over hard-coded custom software, ReDEFY seeks to avoid the technical debt that often plagues long-term government IT projects. This approach ensures that agencies remain compatible with Salesforce’s three annual platform upgrades. Once an agency engages the firm, the pre-built platform serves as the foundation for delivery, allowing the client to shift focus toward data migration and workflow rationalization. Following an initial rollout for California environmental health agencies earlier in September 2026, the company is now expanding this model to professional licensing across the country.
