Former Commerce and Justice Officials Launch National Security Law Firm

Two high-ranking government veterans, M. Jeffrey Beatrice and Anthony Asuncion, have opened a specialized Washington, D.C. boutique firm, Beatrice & Asuncion PLLC. The new practice targets the intersection of export controls, sanctions, and national security, drawing on the founders’ extensive careers at the Departments of Commerce and Justice.

The firm aims to bridge the gap between regulatory theory and enforcement reality. Joining the founders are Philip R. Kuhn, formerly a Special Agent with the Office of Export Enforcement, and Debra S.P. Cheng, a seasoned in-house counsel with experience at Salesforce and Caterpillar. This team structure covers the full spectrum of trade compliance, from policy development and voluntary disclosures to internal investigations and defense in federal proceedings.

Beatrice brings over 15 years of experience as an Assistant U.S. Attorney and former Acting Chief Counsel for the Bureau of Industry and Security. Asuncion contributes his background in building the government's Information and Communications Technology and Services (ICTS) program and his tenure as a Deputy Chief in the Counterterrorism Section. By combining these backgrounds, the firm positions itself to guide corporations through the increasingly complex landscape of international trade enforcement and national security mandates.
