The dispute centers on longstanding wage disparities that union leadership claims have triggered severe staffing shortages and unmanageable workloads. Eric Jimenez, Secretary-Treasurer of Local 952, accused the county of misaligned priorities, noting that the threat of a strike persists until officials present a contract that adequately values the workforce. The tension reached a breaking point following months of alleged bad-faith bargaining and a controversial decision by the Orange County Board of Supervisors to approve a 25 percent salary increase for themselves.

For workers like Travis Molina, a power equipment operator at OC Public Works, the decision to strike is a last resort. He emphasized that staff are eager to maintain flood channels ahead of storm season and manage the county's infrastructure, but feel forced to take a stand to secure a fair agreement. In addition to the strike threat, the union has filed unfair labor practice charges against the county. If no settlement is reached by Tuesday, the cessation of work will impact services for three million residents.
