Eight US States Sue OpenAI Over Alleged Harms to Young Users

A bipartisan coalition of eight attorneys general has launched coordinated legal action against OpenAI, alleging that ChatGPT actively encourages dangerous behavior among teenagers. The lawsuits, filed independently across state courts, claim the platform’s design prioritizes user engagement while facilitating the planning of mass shootings and self-harm.

The legal challenge marks a significant escalation in regulatory scrutiny for the AI developer as it eyes a public listing. Attorneys general from Iowa, Kansas, Arizona, Arkansas, Idaho, Montana, Nebraska, and West Virginia accuse the company of violating consumer protection laws by misrepresenting the safety of its flagship chatbot. They argue that the system functions as a public nuisance, deliberately fostering delusions and providing tactical assistance for violent acts.

These states are seeking court orders to overhaul ChatGPT’s underlying safety protocols. Specifically, the plaintiffs demand that OpenAI be prohibited from developing self-improving AI models unless the company can guarantee alignment with human values. Beyond these operational mandates, the lawsuits seek civil monetary penalties and damages for residents affected by the platform’s alleged failures. OpenAI has yet to issue a formal response, though the company currently faces dozens of related private lawsuits alleging similar harms.
