START Institute Urges Specialized Threat Training for Bus Drivers

With school bus drivers frequently acting as the sole adult supervisor for dozens of students, safety advocates are pushing for expanded emergency training. As National School Bus Safety Week begins October 19, the START Institute warns that classroom-focused safety planning often neglects the unique vulnerabilities of the school bus environment.

While districts nationwide have funneled resources into internal school building security, bus drivers often remain without specialized protocols to handle active-threat scenarios. High-profile incidents, such as an armed woman boarding a bus in Indianapolis, underscore a critical safety gap that leaves drivers and students exposed. The START Institute, founded in 2015, argues that drivers need more than just standard operational training to manage confrontations ranging from road rage to active shooters.

The organization’s S.T.A.R.T.™ program provides eight hours of instruction covering threat recognition, de-escalation, and behavioral intelligence. Having already trained over 10,000 professionals across 18 states, the initiative aims to treat bus drivers as essential security personnel rather than mere transit staff. Leaders like Dale L. Dickson of the Licking County Educational Service Center have pushed for these methods to become a national mandate, noting that drivers occupy a unique position as the first and last school employees students interact with daily.
