Beijing Signals Crackdown on Hydrogen Industry Overcapacity

With electrolyzer manufacturing capacity reaching 35 GW against a demand of less than 2 GW, Beijing is moving to curb speculative investment in the hydrogen sector. State planners warn that the industry risks repeating the same financial waste and market distortions that previously plagued China’s solar and battery manufacturing sectors.

Beijing Signals Crackdown on Hydrogen Industry Overcapacity

The National Development and Reform Commission (NDRC) plans to force a more rational allocation of major projects to prevent blind capital inflows. Ren Zhongbao, a senior official at the commission, stated that local and national authorities must now conduct deep analysis before approving new ventures. The goal is to avoid the aggressive price wars and resource depletion currently seen in renewable equipment markets.

Despite the push for consolidation, China remains the dominant force in the global clean hydrogen economy, holding a 60% share of total electrolyzer deployment. According to DNV, domestic supply chains and access to low-cost capital have pushed Chinese production costs to nearly half of international levels. However, this scale has come at a price. The International Energy Agency notes that fierce competition has driven auction bids as low as USD 170 per kilowatt—a level analysts warn is below the full cost of production.
