His work encompassed 51 hospitals and hundreds of clinics, where he coordinated national suicide prevention initiatives and authored key Department of Defense instructions.

Beyond his military service, which includes a Purple Heart and the Defense Superior Service Medal, Dr. Richter serves as a Chief Clinical Officer. He balances his current executive responsibilities with board memberships in biopharmaceuticals and healthcare AI. A board-certified psychiatrist, he earned his Doctor of Osteopathic Medicine from the Arizona College of Osteopathic Medicine.
