Dr. Richter’s career spans over two decades of managing large-scale medical operations. During his tenure as the Director of Mental Health Policy and Oversight within the Office of the Secretary of Defense, he managed behavioral health strategy for a $53 billion system serving 9.6 million beneficiaries. His work encompassed 51 hospitals and hundreds of clinics, where he coordinated national suicide prevention initiatives and authored key Department of Defense instructions.
Beyond his military service, which includes a Purple Heart and the Defense Superior Service Medal, Dr. Richter serves as a Chief Clinical Officer. He balances his current executive responsibilities with board memberships in biopharmaceuticals and healthcare AI. A board-certified psychiatrist, he earned his Doctor of Osteopathic Medicine from the Arizona College of Osteopathic Medicine. His ongoing work focuses on refining clinical effectiveness and human capital strategy within high-stakes medical environments.
