The Collaborative serves as a central hub to align research efforts across federal agencies, academic institutions, and private industry. Oversight of the program falls to Dr. Lara Campbell, a former National Science Foundation director. According to Dr. James Kelly, the foundation's chief medical scientist, the mission is to decode why acute and repetitive blast exposure causes measurable brain changes even when a concussion is not formally diagnosed. By applying the same scientific urgency found in other medical fields, the foundation aims to develop precise diagnostics for veterans who currently face these hidden, debilitating conditions.
