The series dissects the decades-long reign of terror orchestrated by the self-proclaimed professional revolutionary, who managed to evade capture by the world's most sophisticated intelligence agencies for years. Carr, a bestselling author and veteran of special operations, leverages his background to bridge the gap between myth and reality. The production includes firsthand accounts from former CIA and FBI officials alongside intelligence experts who participated in the global manhunts that eventually led to the terrorist's downfall.

Beyond exploring individual hijackings and assassinations, the series examines how Carlos influenced a new generation of extremists. Carr traces these ideological roots to the post-9/11 era, connecting the history of the Cold War-era operative to modern security threats. Produced by Bright North Studios in collaboration with Kuma Studios, NGI Productions, and Kan 11, the show utilizes reenactments of pivotal moments to illustrate the complex intelligence operations that defined a career defined by violence.
