At least 17 regions have already implemented mandatory sales restrictions, while officials scramble to prioritize the farming sector's harvest needs. Putin claimed that the country is tapping into gasoline reserves to bridge the gap, insisting that July production levels will surpass June figures despite the clear strain on the energy sector.

These logistical failures follow a series of long-range strikes by Ukraine, which recently hit the Slavyansk refinery in the Krasnodar region and facilities in Yaroslavl. President Volodymyr Zelenskyy described these actions as calculated efforts to diminish Russia's capacity to wage war. While Putin characterized the current fuel deficit as non-critical, the visible frustration among drivers and the mobilization of a special task force suggest the impact is far more than a temporary inconvenience.
