The move seeks to hold the tech giant accountable for its internal decision-making process, which saw employees flag the suspect's violent messages only for leadership to decline notifying law enforcement.

OpenAI CEO Sam Altman previously apologized for the oversight regarding the suspect, 18-year-old Jesse Van Rootselaar, whose account was banned after the company's automated systems detected threats. While a provincial police investigation and a public inquiry by the chief coroner remain underway, the government’s legal strategy will operate independently from existing civil actions brought by victims' families. OpenAI has not yet issued a formal response to the provincial government's announcement.
