The report, BCG's Intelligent Cities Index 2026, evaluates urban centers on five performance domains: outcomes, strategy, adoption, ways of working, and enablers. Rather than requiring massive infrastructure spending from the outset, the research suggests that cities can improve resident outcomes by incrementally scaling AI-enabled services. This approach allows diverse urban environments to progress regardless of their initial maturity level.
Performance metrics are fragmented among the top contenders. London currently leads in resident outcomes, while Madrid excels in strategic planning. Dubai claims the top spot for adoption, New York City leads in internal ways of working, and Amsterdam dominates in technological enablers. This distribution highlights that even the most advanced cities have distinct areas for growth as resident expectations evolve alongside emerging technologies.
A significant finding is the correlation between GenAI usage and public sentiment. Residents in Africa, Asia, and the Middle East demonstrate the highest levels of AI engagement and optimism. This enthusiasm creates a virtuous cycle where positive digital experiences encourage city leaders to further integrate AI, ultimately driving productivity and improving quality of life. According to BCG managing director Akram Awad, these advancements are not restricted to traditional technology hubs, as cities globally find unique pathways to translate AI ambitions into tangible improvements for their populations.
