The collaboration builds on a long-standing history that includes the city-wide implementation of e-file systems for 40,000 employees and the development of smart city digital twins. To meet modern performance demands, CGI will deploy a hybrid strategy: local experts in Munich will manage project-critical requirements and consulting, while specialized teams across its European network—including Bulgaria—will handle architecture and security development.

Dr. Laura Sophie Dornheim, Munich’s CDO and IT Director, emphasized that the city requires a partner capable of balancing administrative efficiency with the responsible use of public resources. Dirk Kiefer, Vice-President Consulting Expert at CGI, noted that the objective is to integrate secure, end-to-end digital processes directly into the daily practices of the municipal government. This approach aims to provide high-quality services for residents while ensuring the city maintains control over its core technological infrastructure.
