Vulcan Materials Wins NAFTA Ruling Against Mexico With Minimal Damages

A NAFTA arbitration tribunal has ruled that Mexico violated international trade obligations by shutting down operations at a Vulcan Materials quarry. The decision concludes a legal battle that began in 2018 when Vulcan filed for arbitration following the Mexican government's move to block access to the company’s aggregate reserves and shutter its quarrying facilities. The tribunal’s findings confirm that Mexico’s actions constituted a violation of the North American Free Trade Agreement, yet the financial compensation fell short of the company's expectations.

Under the governing rules of the arbitration, the full details of the ruling remain confidential until they are made public. Vulcan Materials, the largest producer of construction aggregates in the United States, is expected to address the implications of this outcome during its second-quarter earnings conference call scheduled for July 29, 2026.
