The agreement, signed by the Ministry of Transport and Infrastructure and the Privatization Administration, follows an international tender process concluded in 2025. TURKA, formed by the MOI Consortium—which includes Turkey’s MetGün Group, Spain’s Itversia Gestion, and Latin America’s VTV Norte—will oversee 249 fixed stations and 103 mobile units across 81 provinces. The transition aims to modernize a network that currently manages 16 million inspections annually for a national fleet of 34.5 million registered vehicles.

Chairman Halis Ezer stated that the company intends to integrate AI-powered image processing, laser scanning, and multi-camera inspection technologies to improve service speed and transparency. This deployment aligns with international safety standards, replacing older methods with a digital-first approach. By leveraging the global expertise of the Opus Group, which operates inspection programs across four continents, the consortium intends to scale the infrastructure to accommodate the rapid growth of Türkiye’s automotive sector over the next 20 years.
