Deloitte Deploys Agentic AI to Overhaul Public Sector Legacy Systems

Government agencies struggling with aging technology stacks now have a path toward modernization that bypasses the need for costly, multi-year database migrations. Deloitte has launched a dual-track platform utilizing agentic AI to bridge the gap between legacy infrastructure and modern, digital-first constituent services.

The strategy centers on two primary components: a software engineering platform that accelerates application development and GovConnect.ai, an operational engine designed to integrate with existing backend systems. By placing AI-driven interfaces over legacy databases, agencies can streamline administrative workflows, such as Medicaid eligibility verification and provider credentialing, without disrupting core operations. This approach allows developers to use generative tools to reduce manual coding while maintaining the stringent compliance and security requirements inherent in government work.

"Deploying AI within the public sector requires moving past theoretical models to deliver practical, secure solutions that thrive inside complex government systems," said Kenny J. Smith, Deloitte Consulting LLP Government and Public Services Customer leader. The firm emphasizes a human-led design, ensuring that automated processes remain under rigorous oversight. In one recent case, a state health and human services agency used the platform to build working prototypes early in the design cycle, significantly shortening feedback loops and enabling faster feature deployment. Kunal Shah, Deloitte’s AI and Engineering lead, noted that by avoiding full-scale database overhauls, agencies reduce modernization risks while rapidly delivering services to the public.
