With a $2 billion operating budget finally secured, Libya’s National Oil Corporation is setting an ambitious trajectory to lift crude production from 1.4 million barrels per day to 2 million. Chairman Masoud Suleman confirmed the infusion, brokered with U.S. assistance, marks a definitive end to years of paralyzing fiscal delays.

Libya Targets 2 Million Barrels of Oil Per Day by 2030s

The 2026 unified budget provides the financial stability necessary to lure international partners back to the North African nation. After receiving zero funding in 2025, the state-run corporation now views the capital injection as a critical lifeline to stabilize operations and accelerate exploration projects. This shift arrives as the country moves to capitalize on a resurgence of interest from major energy players.

Global firms are returning to Libya, ending a long period of stagnation that followed the 2011 uprising. Recent milestones include the declaration of the Essar oil discovery as commercially viable alongside Austria’s OMV, and the finalization of production-sharing agreements with companies like Eni, Repsol, and QatarEnergy. These contracts represent the first major licensing push in nearly two decades, signaling a broader effort to restore Libya's status as a dominant force in the African energy market.
