Starting in Q1 2027, the initiative will roll out across three states to test whether an integrated model can simplify the safety net while improving program integrity. By leveraging the Canton network, the platform allows for programmable payments across food, childcare, and cash assistance. Benefit levels automatically adjust as recipients enter the workforce and household income rises, aiming to remove the "benefit cliff" that often penalizes those seeking employment.

Paul Ryan, president of the American Idea Foundation, positions the project as a modern evolution of welfare reform. The goal is to provide policymakers with verifiable data on economic mobility, housing stability, and education outcomes. Unlike legacy systems, the platform generates a transparent, auditable trail of transactions, allowing state agencies and researchers to monitor performance and compliance in real time. If successful, the pilot will serve as a template for broader deployments, demonstrating how digital infrastructure can replace fragmented bureaucracy with a more accountable, data-driven approach to poverty alleviation.
