The platform functions by transforming early-stage green initiatives into portfolios that meet the stringent investment requirements of multilateral development banks, sovereign wealth funds, and international commercial lenders. By integrating technology sourcing with specialized capacity building, the initiative targets bottlenecks in energy transition, sustainable food systems, and circular economy sectors across the Global South.

Founding members include the Asian Infrastructure Investment Bank, the Cambridge Institute of Sustainability Leadership, GenZero, the Institute of Finance and Sustainability, the Silk Road Fund, and HSBC. The Hong Kong government, which backed the project in its 2026-27 budget, views the accelerator as a strategic move to solidify the city's role as a global hub for green finance. Financial Secretary Paul Chan noted that the platform creates a vital link between private capital and climate solutions. Dr. Ma Jun, leading the preparatory committee, emphasized that the initiative will provide systematic incubation to foster investable green markets, moving beyond pilot programs to create scalable industrial ecosystems.
