US Customs Penalizes Coastal Forest Products for Canadian Lumber Evasion

U.S. Customs and Border Protection has finalized a ruling against Coastal Specialty Forest Products, confirming the company bypassed antidumping and countervailing duties by routing Canadian lumber through New Zealand. The decision mandates that the firm must now pay the required cash deposits to satisfy federal trade compliance orders.

The Office of Regulations and Rulings upheld the September 11 determination, concluding that the transshipment scheme successfully avoided mandatory fees on softwood imports. This enforcement action aims to rectify the collection gap created when the company imported the Canadian-origin goods under false pretenses. The U.S. Lumber Coalition, which represents domestic producers, welcomed the move as a critical step toward shielding American forestry workers from unfair international competition.

Zoltan van Heyningen, Executive Director of the Coalition, stated that the agency’s rigorous application of trade laws is essential for maintaining a level playing field for domestic businesses. The organization plans to maintain active oversight of trade data to detect future attempts at duty evasion. By enforcing these orders, federal authorities intend to secure supply lines and prevent foreign exporters from undermining the domestic market through illegal transshipment practices.
