San Francisco Health Plan Secures First 4.5-Star NCQA Rating

For the first time in its three-decade history, the San Francisco Health Plan has achieved a 4.5-star rating in the 2026 NCQA Health Plan Ratings. This milestone places the organization among the top-tier health plans nationwide, marking a significant shift in its performance metrics as it approaches its 30th anniversary.

The NCQA rating evaluates health plans based on clinical quality, member experience, and accreditation status. By securing this score, the plan validates its current service model for the more than 172,000 San Franciscans enrolled in Medi-Cal. The achievement follows a multi-year effort to bolster preventive care access and improve health equity across the city.

Chief Executive Officer Yolanda R. Richardson attributed the success to the collaborative framework established with local providers and community organizations. Dr. Steve O'Brien, the plan's chief medical officer, emphasized that the rating serves as a benchmark for the organization’s ongoing mission to optimize health outcomes. The recognition covers contributions from the internal staff, the Member Advisory Committee, and the Governing Board, signaling a broad institutional alignment toward quality-focused patient care.
