Art director Greg Breeding sought a departure from the classic red-and-green motifs that defined previous holiday issues. To achieve this, the Postal Service commissioned photographer Natalia Kostikova, who constructed the wreath in 2023 using artificial branches and craft-store supplies. She hand-painted the ornaments and applied a dusting of baking soda to simulate freshly fallen snow, aiming to evoke a sense of wintertime peace.
The stamps are sold in panes of 10 and maintain permanent value for 1-ounce First-Class Mail International letters, regardless of future price adjustments. Collectors and holiday senders can purchase the issue through the online Postal Store or at local post offices across the country.
