While the technology to modernize energy distribution exists, a widening gap between digital innovation and regulatory speed now threatens the continent’s long-term energy security and supply stability.

The rapid integration of distributed energy assets is creating significant bottlenecks for system operators. According to Elena Boskov-Kovacs, managing director of Blueprint Energy Solutions, the problem is not a lack of technological capability, but a failure of planning processes to keep pace with physical upgrades. This disconnect manifests as grid congestion, limited hosting capacity, and increased vulnerability to blackouts, as evidenced by the significant system failure across Spain and Portugal in 2025.

European policymakers remain caught in a cycle of reactive crisis management, a pattern exacerbated by persistent geopolitical instability since the 2022 invasion of Ukraine. While the continent has successfully expanded solar capacity and diversified supply chains, the grid itself remains a precarious point of failure. Artificial intelligence offers a potential remedy, providing the computational power to forecast vulnerabilities and optimize network capacity in real time. However, unlocking these benefits requires the European Commission to shift from static regulation to a strategy that incentivizes AI deployment and mandates robust cybersecurity, ensuring the infrastructure can support the very technologies intended to stabilize it.
