Dream Secures $260 Million to Build Sovereign AI for Nations

With a valuation now hitting $3 billion, Dream has raised $260 million to expand its sovereign AI infrastructure. Founded by Shalev Hulio and former Austrian Chancellor Sebastian Kurz, the company provides governments with self-contained platforms to manage sensitive data and national cyber defenses without relying on foreign-controlled technology.

The funding round, co-led by Bicycle Capital and Group 11, signals a shift in how states approach digital security. Since beginning operations in 2024, the company has secured nearly $300 million in contract value, targeting a market where governments increasingly view AI as essential infrastructure—comparable to power grids or communication networks. The new capital will accelerate the global rollout of its three core platforms across Europe, the Middle East, Asia, and the Americas.

Dream’s stack consists of Sphere, a unified cyber defense system; Hero, an autonomous AI researcher designed to identify vulnerabilities before adversaries can exploit them; and Atlas, which integrates fragmented governmental data into secure, actionable knowledge. By keeping these operations within government-controlled environments, the company aims to eliminate the geopolitical risks inherent in outsourcing critical digital capabilities to multinational corporations. The firm currently employs 350 people across hubs in Tel Aviv, Abu Dhabi, and Vienna.
