Envoy Global’s 2026 report reveals that a majority of employers are now actively relocating staff abroad to bypass the $100,000 H-1B fee and mounting travel bans.

The second Trump administration’s sweeping overhaul of immigration protocols—most notably a wage-weighted H-1B cap and an indefinite freeze on visa issuance for dozens of nations—has forced a rapid exodus of human capital. Data from 519 HR and mobility professionals highlights a growing trend of nearshoring and offshoring, as businesses seek more stable operating environments for their international workforces. This shift marks a departure from traditional recruitment strategies, with 68% of firms now prioritizing global redistribution to mitigate labor shortages and regulatory volatility.

Financial strain is also driving internal restructuring. With 62% of organizations weighing cuts to sponsorship benefits and 54% actively shopping for new service providers, the focus has shifted toward efficiency and consolidation. Jason Brennan, CEO of Envoy Global, noted that while corporate commitment to global talent remains intact, the cost of navigating the current U.S. system is proving unsustainable for many. As companies look to unify their immigration programs under single, full-service providers, the domestic market faces an increasing risk of talent flight and long-term structural instability.
