The rollout serves as the centerpiece of the Massachusetts Business Enterprise Systems Transformation (MA BEST) Program. Built on the CGI Advantage platform, the system provides a unified environment for financial management, integrating self-service capabilities and consistent reporting tools to support the state’s complex fiscal ecosystem. Administration and Finance Secretary Matthew J. Gorzkowicz noted that the transition aims to strengthen the management of public resources through more resilient digital architecture.
Comptroller William McNamara and state CIO Jason Snyder emphasized that the project required multi-year collaboration between government teams and CGI consultants. By moving away from legacy systems, the state intends to improve its operational governance and security posture. CGI, which has maintained a relationship with the Commonwealth for decades, leveraged its long-standing public sector expertise to deliver the solution. The platform is designed to handle end-to-end financial processes, ensuring that agencies have access to reliable, data-driven insights for future planning.
