ZOE and Octopus Energy Partner to Build Virtual Power Plants in China

Shanghai ZOE Energy Storage and UK-based Octopus Energy signed a memorandum of understanding on July 10, 2026, to launch a joint venture targeting China’s smart energy grid. The collaboration aims to merge local infrastructure expertise with international AI-driven dispatch systems to manage distributed energy assets across the country.

ZOE Energy Storage, which already holds VPP licenses in several Chinese provinces, will oversee domestic business development and hardware integration. Octopus Energy brings its global experience in managing £7 billion in renewable assets, providing the proprietary AI forecasting and cloud-edge algorithms necessary for large-scale grid coordination. The two firms plan to form a joint working group to assess commercial viability and ensure the platform adheres to national grid regulations.

The proposed system will aggregate industrial parks, electric vehicle charging infrastructure, and commercial energy storage units into a single operational interface. By leveraging fine-grained dispatch, the platform intends to stabilize renewable energy fluctuations and increase the profitability of distributed assets. This initiative marks a significant step in aligning international digital energy standards with China’s specific infrastructure requirements and long-term carbon reduction targets.
